Keeping her hand on his arm, she'd turn toward Saffy once more, her arm curled around the box she wouldn't give up to anyone, "Lady Sapphire, a name that promises riches, well met and welcome", her lips curling as she settled in to professional mode, prepared fully to draw upon the parchments she always kept on her body now, prepared after so many times of being accosted at random, "Do you happen to be selling that cheese?", not having taken advantage of the meal prepared earlier.

The Slaver hears the pitter-patter of footsteps behind him, as he looks around. A nod given to the approaching slave. "Kajira." Was all he spoke, his attention soon returning to the mangled group of people before him.

The Taharian hears the sweet words spoken by the woman that had captured his attention and desire, a smirk crawling over his lips. "Gladly, Lady Lyca." He shook his head as Lyca spoke, a raised eyebrow given as she would question him about his trade in front of the kajirae. "-Some- fire is not dangerous. But too much must be taken out from a slave before they are ready for their new life."  

Spun around as Lycaonia did, confused for a moment before spotting Nicolas. The man would bow lowly, crossing his hand over his heart in the formal greeting of his homeland. "Tal, Sir. I trust your waters are full." He says with a

[19:03] Kailias (kailias.lightcloud) runs a finger along the boy's neck, a smirk spreads across his lips. He brings a hand up and moves to stroke Bronweg's hair, he whispers, "Good boy. Now on your feet. Let's go home." He goes to lead the boy over to the kneeling new girl, "Come girl." He looks to Misra, "And you, Misra. We need to do something about those contraptions on your feet, if only make them so they can be removed." He turns to Nicholas, "Tal Magistrate." He then turns to take the small group of slaves and leave.

[19:05] Kati Evans: A brief pause allows for a quick survey of the gathering. Spotting Nic, Rist, and Lady Lyca among the assembled individuals, a polite nod is offered to each in turn, acknowledging their presence in the group, then remains quiet rather than continue on home.

She fell into line behind him, er hands brushed the sides of her thighs, fingers curling slightly as she moved, the subtle shift of silk accentuating the grace of her body. "Yes Master."

[19:06] Bronweg (tallulahsora) There are many people around him, but his focus remains on the Master in front of him, he feels the Master's fingers brushing against him and a slight shiver runs down his spine, he smiles as he stands up, the muscles in his legs tense and he pulls himself up, his arms sliding along his sides as he waits next to the Master, he follows him while whispering a faint: "May the day be propitious to you Masters and Mistresses"

[19:16] Nicholas Sylvanus (nicholas.crisp) smirked. He couldn't miss the adjustments of the few who recognized he was the proverbial fish out of water. "I commandeered the office above the bakery closest to the gates, Lady Lyca. You may send any of the low caste seeking audience with a magistrate there instead of forcing them to wander the high streets. It is my intention to be there much more frequently, and I'm encouraging those of my office to do the same." Kati's approach was met with a polite bow of his head, "If you'll follow me, I'll show you the office, though I would not have you there without guards or a magistrate present." He didn't move immediately, choosing to take the opportunity to observe one last time those gathered. Be's presence wasn't lost to him. He couldn't miss that sight of her, standing there framed by the archway. "A vision, to be certain," he grinned toward her and nodded toward Rist and Lyca, "I am quite well, thank you. I'm whittled down our pending cases to two, one of which I believe will hang on what the warriors

[19:19] Lycaonia Al-Jabali Angiunus (lycaonia.siren) looked over her shoulder to Saffy, gesturing the woman forward, "Best to step out of the stair well lest a legion of rarii decide to come stomping through", paying little heed to her own spot right in the middle of the path, "And no...no I couldn't possibly take your own dinner from you, a name is given freely, Lycaonia Al-Jabali Angiunus, merchant liaison of Selnar", her tongue twisting around the mouthful, trying to ensure she pronounced every syllable correctly. If Rist was paying the scantest amount of attention it might earn a reaction. She'd lean a little away from the man who's arm her hand lingered on, her voice dropping slightly, as if conspiring, "The man beside me is Rist Al'Sahra, head slaver of Selnar, the man before us is Sir Nicolas of the Scribes, and the lady who has just arrived...", a smile cast Kati's way, "Is Lady Kati, also of the scribes", giving her a whole list of names to try and remember, but hopefully some more contacts.

Laughing dryly at Rist's words on slave behaviour,

She'd nod to him, "Indeed, though what I was thinking may involve even more meetings...so perhaps it wouldn't be the wisest choice if we intend too spend more than a few ahn together in a year". She'd wait for Nicholas' reply, seeing if he'd give context to her words. 

She'd nod to the magistrate, "That is good to know, I will share the news among the caste. Shall I come and speak with you on the morrow regarding our discussion in the meeting?"

Lastly she'd look to Misra, smirking beneath her veil, "I was indeed referencing you, kajira, and whilst I am inclined to agree...wallflowers can often take more effort than I care to extend, a girl must also know her place", she'd smile, her gaze lifting once more as Kartane approached, hopefully with news on her order and the offer

[19:21] Be (before.nightfall) watched as the group left, thankfully leaving only a few that she needed to keep her eye on. And not for the things that people usually watched for...Be simply...had to. She'd assume after some moments that they were all relaxed, and that made her own body relax slightly, eyes scanning them all, and just barely catching Nicholas' words. A compliment, indeed, she would offer him a warm, grateful smile, but didn't look to bother any of them. She'd finally try and plot her course around them all, lowering her head slightly, respectfully, as she skirted and moved past the group even as more seemed to approach, the deaf slave skittered along and out of the way.

After a month of observing and thoughtfully reviewing process, as well as receiving feedback from many, I'm putting a few processes in place to increase awareness within the office. Some of the attached will be relaxed as we start to work together more efficiently. 

Additionally, welcome to Lady Kati, who is eager to work with all of us on record-keeping and, when warranted, conducting witness interviews.

Buckle up, because this one is going to be a long, but necessary message.

1. Case load, case assignments, investigations.

In order to coordinate and maintain proper record-keeping, all reports of incidents or complaints must be accompanied by a formal incident report and sent to the High Magistrate's office. If you don't have a copy of an incident report, let me know. When completed, these should be submitted to me or to Kati Evans. I will assign cases, based on workload and potential conflicts of interest. 

No cases should proceed until they've been logged and assigned. Exception - see point 2 below.

Current known cases on my desk:

Charges of Assault = a warrior forcefully grabbed a free woman's arm. This will require investigation and interviewing of witnesses, as well as a possible physician's report. 

Lady Winter's attack. While this case is technically closed, I'm working toward an interview with her to place a final seal on it. 

Lady Soha's Failure to obey a lawful order - I issued a warrant for her arrest, should she appear in Selnar again.

Are there others? I have a potential case for Ecclesiastical Law, but am waiting to get more information on that. 

2. Acknowledging that SL Gor rp moves quickly, and infractions of our city laws should be dealt with quickly, when an incident is a minor offense, or a criminal caught in the act,  it can be handled immediately. You should proceed with applying the law and sentencing on the spot. Be 100% certain a law has been broken. Provide the specific law to the person. 

Please note. NO magistrate should render immediate judgment of a citizen or known Selnar resident, if that sentence is death or enslavement. This should happen after a formal hearing (public or private, with or without legal advocacy), and, even then, the accused has the right to an appeal of the sentence. Non-residents can be sentenced at your discretion. On an OOC level, please be mindful of punishments that deter people from joining the sim. Of course, punishment should fit the crime. ICA=ICC. Be creative with your sentencing. Not everything should result in death or enslavement.

3. Communication. If a citizen comes to you with a grievance or reporting an incident, I must be made aware of this, so we can place it in our list of active cases. Communicate. Lady Kati Evans is available to leave documentation, and you can always put it in our IC channel in Discord. I expect regular progress updates. In return, I'll make sure we are publishing amongst our group the status updates of every active case. This ensures none of us is left empty-handed when asked about the case. 

Regarding communication to others. Cases shouldn't be public knowledge. The status of a case is not to be disseminated outside of the approved channels. Those who have the right to know a status are as follows:

Any High Council member, but only if the case involves a member of their caste as either accused, victim or witness.

Under no circumstances should anyone speak to the "press" about a case, other than general "we are working on it" answers. Specifics leaked could hinder an investigation.

4. Public Trials 

Public trials should only occur for high profile cases or cases where a majority of the city will benefit from seeing justice in the works. As such, all cases must be reviewed by the High Magistrate (or designee) prior to holding a public trial. 

5. Public Sentencing 

Public sentencing can often be a deterrent to criminals and serves as a reminder to residents that the law can protect them, but protection comes with responsibilities. Use your discretion on this. If a public sentencing will serve as a message to the city, then call one. 

It's important to understand that a public sentencing means you've already weighed evidence and made a determination. The structure of this event would normally be, calling of an assembly, a reading of the law violated and description of the offense, and a reading of the sentencing. (We've already covered death and enslavement cases. If we've gone to the point of that as a sentence, the wording for residents should include that they have a chance to appeal before the final penalty occurs).

If you want to give the guilty person a chance to speak, that is your option, but they aren't being tried at this point. A final statement should be brief. They've already had their 'day in court.'

NOTE: The above is a mixture of OOC and IC. I acknowledge that. Where it prompts IC discussion, make an appointment with me so we can discuss. Everything is negotiable, with the exception of assigning cases and holding public trials.

Despite a few jokes, for better or worse, she was usually reasonably careful about what she said about people, but especially Dimitri, so even if she'd believed the woman was his property, it likely wouldn't have been an issue, but she was even more guarded with essentially a stranger.  She waved a hand dismissively when he spoke of voting.  "Well, the vote's over, and we'll be regrouping, if I can ever get the two together for a meeting.  "But you're right about Theron, I'm sure."  Either it didn't register about the mark, or she was pretending she agreed with the statement.  "And right about that, as well, that he doesn't have the people-skills."  She paused then.  It would probably be rude to press him, to ask to his face, but, well, if D wouldn't be straight with her, surely no one else would, either.  "I'm thinking of making a run for it myself, just to put it to bed.  It's ridiculous that I continue to

No approval, no dejection. Just a blank stare. "Rental. Basically pushed on me." He explained, but he just looked at the girl with a wild look and then shrugged. "Mhmm.." Rumbled finally back to Shelby about Theron. He said his peace on it. Loudly. In his own way. "He fakes it, but not well." Some could put on a better show, then he could. "I would support you. Yes. I will help you however you need me to. As always, Shells. You don't even have to ask me." He rumbled to her, with a small dip of his chin.

As luck would have it, he would find both, though he wouldn't know it until he inquired. He wasted little time in doing so, "Tal, Free" Nicholas looked between the two seated at the tables with some curiosity, as he'd met neither before. "I am Nicholas Sylvanus, Magistrate of Selnar, and the Lady Valeria suggested I would find a slave named Elvy under the care of the Vintner. Had he known the topic of the conversation, he would have added his own flavored opinion, as he'd met two of the three current merchant council members just the day before, "Allow me to introduce my legal clerk, Lady Kati, of the caste of Scribes." He turned and extended his hand toward the diminutive woman behind him. "I thought it wise to bring her along. Would either of you be able to direct me to the parties in question?"

Her jaw would tighten, her fist would even ball up at her sides. Nostrils flared, yes this man had a way to push her buttons. He often reminded her why she wasn't fond of him. There wasn't much else for her and so she'd purse her lips and stared off a moment in thought. 

"I can go make myself useful, yes Master. Brilliant idea!" She would give a forced smile as she turned to go into the winery. 

That was till the man mentioned her owner's name and her own. Now she'd stop where she was and looked to him. Suddenly she was nervous, why was the magistrate looking for her. She wouldn't give herself up, but waited for Daric to snitch on her.

"I appreciate that, thank you.  I'm just kind of kicking the idea around for now, but will let you know if I need anything," she assured him, and meant it.  What did it say about her that she felt more confident in their relationship when she knew she could ask D for something? She was sure she could count on him, in the moment at least.  It was nice. Like the good ol' days.  

They were joined again, this time by a couple.  "Tal, and pleasure to meet you both," she offered sincerely, with a respectful dip of her head.  "I am Shelby Boseman, of the Merchants."  She scooted her chair back then.  It was getting a bit late.  "Would you excuse me please, Dimitri?  It has been a pleasure.  Perhaps next time you will join me at my villa.  Bring whatever junk-yard dogs you wish," she insisted, as if the bizarre interaction with Stow was now an inside joke.  "There's coins in it for you," she added playfully."

This was, after all, the woman he'd read about in several editions of the Kraken Krier. That query by Dimitri brought his attentions back to the Vitner, "The woman in question, I'm told, was accosted by a free man of this city while still holding free woman status. I want to understand the events leading up to her willing submission. Lady Valeria has my word that I will do nothing more than question. If this were to go to trial, the slave might suffer some discomfort." He paused and looked at the presumed slave, "But this is not a trial, and my questions will not be a formal

She was starting to tremble, so much so that Shelby's leaving wasn't acknowledged by her. She would have normally at least given a casual farewell. 

Daric's warning not to move had her looking up to him, nodding and then looking back to the Magistrate to hear what he had to say to the questions from Daric. 

And then, hearing the answer it was the one she didn't want to hear. Out of no where she'd speak. "Oh no..." Noticing Nicholas looking to her, she adverted her eyes, then she looked around the area, there was a brief moment she considered running.

[18:54] Shelby Boseman (vixen.morningstar) was in a far better mood now than before they'd arrived, which surely meant the meeting had done what it was intended to do.  His 'woof' earned a little huff of laughter.  "See you soon, then," she replied simply, though before she could take her leave, Nic addressed her.  She straightened subtly, brows lofted, and she nodded along.  "I appreciate that, thank you.  I'll look forward to it," she replied, and meant it. One had to wonder what that lingering gaze meant.  Did he like her fancy new outfit? Or was she looking as if she was ready to off herself, or whatever it was Johnny had said about her?  It wouldn't even occur to her that the man, a Magistrate, might question her behavior, given the public statements made in the Krier.  They were just so far-fetched, she didn't imagine anyone would believe.  Either way, she took her leave, likewise ignoring Elvy, pitiful thing she was, as if squished beneath D's thumb. It would be interesting to see how this forced rental turned out.

Visibly, if that clarified anything, but he had heard it mentioned by both Lyca and Theron at that point. So, that was the aim presently. He filtered his attention back to Nicholas and he feigned a sharp inhale as if he didn't know what he was talking about. Truth be told, he had already heard something. It was after all what he did. Information, he turned to glance back to the slave behind him. "Well, that's unfortunate to hear. It explains why the woman appeared stiff and bruised when conducting business. Who am I to stop a city magistrate from asking a few questions? Though she is currently under my rental, are you opposed to me serving as witness to the questioning?" A glance to Shelby's departing either way, before he turned to confront the magistrate.

He added, "This is not to disparage those formerly of my office, but too many rushes to judgment undermines our integrity. I rather like integrity. Is this the slave in question, then? [19:02] Elvy (instantstorm) watched Shelby leaving, it was only her with Daric and the Scribes. It made her nervous when Daric wanted to be part of the questioning. Not only was she tense from the idea of it, but now she was annoyed he might be there. She was about to step up, but then the words he spoke, telling her not to move suddenly stopped her. She'd huff, annoyed that she was following such commands. 

Her mind raced with scribe stuff, she had been a former legal scribe in training herself. She was trying to think of anyway she might have any rights in this and could protest anything. 

Looking around Daric towards NIcholas, "Master, as you said, you realize I was ... " She would stop speaking and pursed her lips suddenly. "Nevermind." She had thought she had an idea and yet it was a stupid one. After she would nod her head, "Yes, Master. I am called Elvy. I am the slave you are speaking of. I am scared to speak to you, I don't want to bring further punishment against myself. May I ask, is it true that once someone submits

Dimitri was ultimately a low caste man, so he was sort of filtering through most of it. He sort of supplied a nod to Nicholas about laws and the force of law. Dimitri was a slippery son of a bitch, so all the talk of law made him jumpy. He turned slightly, reaching behind him for Elvy. A heavy hand upon her upper arm as he brought her forward. Front and center. Like moving a doll around. "Aye, sir. This is the girl." He huffed at her words, but he would step backwards and let 'law' and questions commence. Her question caused him to hum a measure, as he jutted his hips against the table and took a backseat. Gesturing to Kati and that platter of snacks if she wanted anything in a casual way.

I am gathering statements in order to determine truth. Lady Kati, perhaps you could answer her question regarding her current status and her past life?" He knew the answer, but he also knew Kati to be of a sharp mind, one who well understood law.

She would tense up, clearly she already looked to be on the defense about all this. Her body had grown tight and this was clearly not her day. 

Eyes went from one to the other while she waited. Giving the man a nod. "I will wait for your questions then." Kati got a look, she wondered the answer.

Yet, his eyes glazed over as Kati spoke. More words. "Oooh that's scribbler speak for, it depends, but that shiny piece of jewelry makes you brand spankin' new. Congratulations." He picked up one of those grapes and tossed it at the back of her skull like a bullet.

When she looked to Nicholas, listened to him, they were all saying the same thing to her. She would sigh, it was as if someone deflated her balloon. Her shoulders slumped when even this man was saying this was her proper place. It felt like she was stabbed right in the heart. 

She'd look to her thigh and then towards them both. "Why is that evidence? My brand?" She'd listen and would answer...yet she was tense again. "First I don't understand why any of this is being investigated. I mean, I submitted... anyway...fuck. If you must know I was dressed as a Northern Free woman. I was in a bit of disguise as I had just left a boat I had boarded. Well, i sort of sneaked onto it. I was

There...okay. The warrior came up to me and questioned me, I tried to put on my best attitude as if I was annoyed with him, that I was merely there trying to be a merchant. I lied to him about my name and place of origin, I think he caught onto my accent...seeing as I am originally from Ar. He had grabbed me, I think he was suspicious of me." 

She was rambling a bit, clearly nervous.

[19:33] UnformedThought (daricmarano) blinked when Sextus's name was mentioned. Oh, now it was getting more juicy! His competition for the vineyard. Well, he looked positively giddy. All that fluffy Nicholas mentioned was lost on him. It was all cotton on the brain. In one ear and out the other. He tucked a grape or two into his cheek and he turned to the table to pick up that bottle of wine to re-pour his glass. A look to the magistrate and the woman with him if they'd like any, but he was a gracious host and was always trying to get people drunk. Dimitri was in the know about that particular retired warrior. A lot more then he'd let on, but a knowing look cast shadows across his face just the same. He watched the grape that pegged her noggin roll across the floor as she went into her tale. Tilting his head back a measure as she admitted to being a runaway slave. He just sort of looked down his nose at her from his vantage. "Mind your tongue, or you'll lose it." He supplied coldly, but with no hint of humor to him as he not so gently

He cast a wary glance toward Dimitri, "The woman who loaned this one to you - she is a friend or foe?" His focus returned to Elvy. He came up to you and questioned you about what? Other than your hair, was there any other perceived offense? You stated you were dressed in a free person's clothing. Is it not fair, then, to expect anyone in the city to treat you as a free, if you're not soliciting for sexual favors or kneeling in front of the man? Were you wearing a collar? Earrings? Was there any outward appearance that required him to ask for those papers, other than your accent was strange or your hair wasn't pinned up properly?"

[19:42] Elvy (instantstorm) had seemed to forget her place while being questioned. She was so damn nervous it was hard to remember to be proper and kind. To remain in her slave role and slave head space. Daric quickly reminded her and she would tense as his words came from the side of her. "I'm sorry, Master." She didn't turn to him, her head sort of lowered as her eyes looked to Nicholas' sandals a moment. 

She'd soon look back up as he started to speak. Now Nicholas was being sharp with her and she felt like she should have ran this time. Should have ran as soon as the 'cops' aka scribes walked up that path. 

"Yes, Master." She started to tremble every so slightly as she focused on the next question for her. Shaking her head, "Initially he came up to me questioning why I was dressed for the cold when it was rather warm out. I had on a long sleeve dress with fur lining, and a heavy fur around my shoulders. I don't remember him mentioning my hair. Oh, he did question me about why I wasn't wearing a veil. I remember that now. And

[19:42] Elvy (instantstorm):  yes, I was dressed as a free. I wasn't kneeling and I da...I mean and no I wasn't soliciting, Master. No, I wasn't wearing a collar either, Master." She kept shaking her head. "No earrings, no." She thought on it more. "It was a stressful night, I don't remember everything. He didn't start out asking for my papers. I don't exactly remember why it go to that. I believe I had told him I was from the north, thinking I was pulling it off and he questions my accent. Thinking I was a liar and then he stopped my current Mistress. He wanted to check if I was branded. There was a lot that happened that night, Master. I don't really want the man to get in trouble."

He supplied, but he would spare a look back to Elvy with a wild glint in his eyes. He admitted easily. He swiveled his eyes to Elvy as she complied and readjusted herself. Composed, he slid his tongue against his teeth as they were bared. Yet, he looked at her quiet trembling from his vantage. A curious expression on her tale. It seemed a lot of assumption on the warrior's part and conclusions made with no legal standing for them. Granted, most warriors thought themselves above the law. "So, let me get this straight...you were hiding as a free, pretending to be a northerner in a southern city and you thought....no one would look at you suspiciously? Come on...you don't have mush for brains in there...riight? Still, legally even playing dress up pretend, as an alleged free woman it seems a reach of power..."

His comments were solely directed to her, "I look forward to discussing this with you, if you have more time tonight." He nodded toward the slave, then to Dimitri, "You are correct, Sir. And she would have been found guilty, probably whipped publicly and sent to the city kennels." He once again turned toward the scribe, "Do you have any questions for the slave or the Vintner, Lady Kati?"

[19:53] Elvy (instantstorm) was terrified of where this would all go. And yet she felt like she had to keep going down the path or face punishment anyway, damned if you do, damned if you don't sort of thing. 

Daric's comments got another glance back from her, damn she really was starting to loathe him. Her she was trembling and he called out her desperate attempt at freedom. Yes, he'd get a glare but she looked back towards Nicholas. 

The men had told her not to answer with emotion, and yet it was her biggest enemy. The emotions she couldn't control. Fear and anxiety, she wasn't thinking straight even now. She'd look right to Nicholas, "So if he stopped me without reason and that led to me ultimately submitting to my Mistress. Does that mean that if he was wrong I should be freed then?" 

Yes, she was smarter than that, and yet she had just asked it.

Who pawned her off on him. A flat look for it. He dipped his chin to Kati just the same. "Well met both of you, we should all gather socially when less business is on the tab.." Gesturing widely to the kajira standing on front of him. He laughed wildly. "Fuck no, pretending to be a free person and one person's misguided attempts to power grab doesn't justify your actions to wind up in the situation in the first place. Lady Valeria being there to cushion your fall, does not rescue you from your crime. Nor excuse, this warrior. Two things can be true at once."

As for Lady Valeria, consider yourself fortunate, slave, that she was there to advocate for you and accept your submission." He dipped his chin toward Dimitri, "I worked here, for the other Vintner, it was a hobby of mine, that of sommelier. I'd studied with one here in Selnar, and then in Venna, where my mother's family hails. I look forward tasting - " The slave's question produced a chuckle, "You finally understand. The laws are clear. A woman can't be forced into a collar. They are either sentenced to it for their behavior, or they submit. She'd turn to Daric and now her emotions were at a high level. She almost reached up to grab his scarf off around his shoulders but she would pull her hands back down, little fist waving about as she spoke. "I was captured by pirates. It wasn't my doing, I was enslaved by them. It was illegal! What they did was illegal! They peddled me like a common beast, city to city building paperwork. I was never a slut or in the wrong. She would find no sympathetic ear. He heard the man's forewarning, so he watched, "Lady Kati, please note that any marks left on the slave were not by my hand." And that, in truth, was why he'd asked the woman to accompany him.
